     Under the Digital 21 Strategy for IT Development, the Government has established an open and common Chinese language interface (CCLI) for the HKSAR to facilitate more effective electronic communication using Chinese by the public. A pivotal element of the CCLI is the adoption of the ISO 10646 standard and the Hong Kong Supplementary Character Set (HKSCS).
